Cement Demand in Real Estate Sector Pakistan – 14 May 2026

Pakistan’s real estate and construction sector is showing signs of recovery in 2026, and this improvement is directly increasing cement demand across the country. After facing slow market activity during the previous two years due to inflation, high interest rates, and reduced purchasing power, the construction industry is gradually becoming active again. Residential projects, commercial plazas, housing societies, infrastructure work, and private home construction are all contributing to stronger cement consumption in Pakistan.

According to recent industry reports, Pakistan’s cement dispatches increased significantly during the first quarter of 2026, supported mainly by local construction demand. Domestic cement sales in April 2026 increased by more than 20% year-on-year, showing clear recovery in construction activity.

Recovery of Pakistan’s Real Estate Sector

The real estate market in Pakistan is improving due to several important factors:

  • Lower financing and construction costs
  • Expected government relief packages for builders and investors
  • Growth in housing finance schemes
  • Increasing population and housing shortages
  • Revival of private housing projects
  • Overseas Pakistanis investing in property

Experts believe Pakistan still needs over one million new housing units annually, which continues to create long-term demand for construction materials such as cement, steel, sand, and bricks.

Major cities including Islamabad, Rawalpindi, Lahore, and Karachi are witnessing renewed activity in residential and commercial construction. New apartment projects, grey structure construction, and society developments are increasing cement consumption across both northern and southern regions.

Current Cement Demand Trend in Pakistan

Pakistan’s cement industry recorded strong growth during FY2026. Cement dispatches crossed 42 million tons during the first ten months of the fiscal year, showing an increase of nearly 10% compared to last year. Local dispatches alone increased by over 11%, indicating stronger domestic demand from the real estate and infrastructure sectors.

Industry analysts believe the following sectors are driving cement demand:

1. Residential Housing Construction

Small and medium-sized home construction remains the biggest contributor to cement consumption. People continue building:

  • 5 Marla houses
  • 10 Marla houses
  • Farmhouses
  • Villas
  • Grey structure homes

This trend is especially visible in suburban housing societies around Islamabad, Lahore, and Rawalpindi.

2. Commercial Projects

Shopping malls, plazas, offices, warehouses, and mixed-use commercial projects are increasing in major urban centers. These projects consume large quantities of cement due to high-rise concrete structures.

3. Government Infrastructure Projects

Roads, dams, bridges, flyovers, and public sector development projects are also supporting the cement industry. The government’s focus on infrastructure spending is improving market confidence.

4. Overseas Pakistani Investment

Many overseas Pakistanis are investing in plots, houses, and rental properties. This investment is helping revive private construction activities, especially in gated housing societies.

Although demand is increasing, cement manufacturers are still facing challenges due to rising fuel and coal prices. Pakistan’s cement industry heavily depends on imported coal and energy, which affects production costs.

  • Fluctuating interest rates
  • Rising transportation expenses
  • Global coal and energy price volatility

Industry experts also warn that Pakistan currently has excess cement production capacity, with nearly 40% capacity remaining idle in some regions.

However, if the government introduces real estate incentives, tax relief, and easier housing finance policies in the upcoming budget, cement demand could increase further during the second half of 2026.

Future Outlook for Cement Sector in Pakistan

The overall outlook for Pakistan’s cement and construction industry appears positive for 2026. Increasing housing demand, expected government reforms, improving investor confidence, and ongoing infrastructure projects are likely to support steady growth in cement consumption.

Analysts expect:

  • Stronger domestic cement sales
  • Recovery in private housing construction
  • Growth in commercial real estate projects
  • More investments in infrastructure
  • Stabilization in construction activity by late 2026

Pakistan’s cement sector remains closely connected with the real estate market. Whenever property construction improves, cement demand rises immediately. As the real estate sector regains momentum, the cement industry is also entering a stronger recovery phase in 2026.
